 Resumo: 

O objetivo da pesquisa consistiu em avaliar em contexto de atendimento presencial ao público as dimensões física, cognitiva e afetiva constituintes do custo humano e identificar as estratégias de mediação desenvolvidas por usuários, atendentes e gestores para fazer frente a este custo, bem como as representações de cidadania construídas por estes protagonistas. Buscou-se, então, respostas para quatro questões norteadoras: (a) Como se caracteriza o contexto institucional no qual se inscreve o serviço de atendimento presencial na Previdência Social?; (b) Como se caracteriza o custo humano para usuários, atendentes e gestores, no referido contexto?; (c) Quais as estratégias de mediação desenvolvidas por estes diferentes atores para fazer frente ao custo humano?; e (d) Quais as representações de cidadania, na prática, para usuários, atendentes e gestores? Tal busca foi orientada pelos pressupostos da Análise Ergonômica do Trabalho – AET e demandou a utilização de abordagem qualitativa e quantitativa. Os instrumentos empregados ao longo da pesquisa, realizada em nove Agências da Previdência Social (três em Brasília e seis na cidade de São Paulo) incluíram: (a) análise documental; (b) observações das situações de atendimento (livres, participantes e sistemáticas), num total de 45 horas; (c) aplicação de questionários estruturados (no caso dos atendentes contendo duas escalas psicométricas, para avaliação do contexto e do custo humano do trabalho), para os quais houve resposta de 91 usuários, 180 atendentes e 12 gestores; (d) medidas físico-ambientais de temperatura, ruído, luminosidade, ventilação e umidade do ar; e (e) entrevistas semi-estruturadas coletivas, com duração aproximada de 90 minutos e participação de 11 servidores em São Paulo e oito em Brasília. Os principais resultados encontrados apontaram para confirmação da hipótese formulada, uma vez que: (a) o contexto de trabalho (constituído por organização e condições e relações socioprofissionais de trabalho) foi considerado “grave”; (b) o custo humano mostrou-se alto, com predomínio da dimensão cognitiva, para atendentes e gestores, e afetiva para usuários; (c) as estratégias de mediação implementadas pelos servidores por vezes são ineficazes para lidar com o custo humano e reduzi-lo, levando, em alguns casos, à “desistência” (com ou sem abandono, propriamente dito, daquele contexto); (d) percentual considerável de usuários expressa, pós-atendimento, sentimentos de angústia, decepção, desânimo, frustração, humilhação, impotência; (e) as reações de adaptação dos usuários revelam-se majoritariamente de aceitação pragmática e de otimismo sustentado; (f) os protagonistas revelam dúvidas, ou insegurança, quanto ao respeito dos direitos de cidadania no contexto das agências; e (g) há relações de desconfiança recíproca presentes. Com base nos resultados obtidos propõe-se um conjunto de recomendações alinhado com os princípios da Ergonomia da Atividade, o que significa dizer voltado para a transformação efetiva das situações de trabalho, pautada pela premissa de que o homem não é a principal variável de ajuste. A discussão de situações de atendimento ao público, em cenários governamentais, sob a ótica de exercício de cidadania, o “diálogo” iniciado com os “sistemas peritos” e “reações de adaptação” e o “mix procedimental”, com uso de técnicas quantitativas e qualitativas, surgem como contribuições relevantes, direcionadas para uma agenda de pesquisa em Ergonomia da Atividade. 

Abstract:

The aim of this research is to evaluate the physical, cognitive and emotional dimensions of this human cost, and to identify strategies of mediation developed by managers, employees and customers of the service, in order to confront this cost, as well as the concept of citizenship formed by these players in that environment. Answers to the following key questions have been researched: (a) What are the characteristics of the institutional context in which the personal customer service of the Social Security offices exist?; (b) What are the characteristics of the human cost to customers, employees and managers in the above context? (c) What are the strategies of mediation developed by each of these players in order to reconcile the human cost?; and (d) How is citizenship being represented, in practice, to managers, employees and customers of the service? This research was defined by the resuppositions of the Ergonomic Analysis of Work and demanded the use of a qualitative and quantitative approach. The instruments used throughout this research, which took place in 9 Social Security offices – 3 in Brasília and 6 in the city of São Paulo), included: (a) documentary analysis; (b) observation of Customer Services operations – free, participating and systematic – in a total of 45 hours; (c) application of structured questionnaires (in the case of the employees of the service, it contained two psychometric scales for the evaluation of the environment and of the human cost of work), to which 180 employees replied, 91 customers and 12 managers; (d) environmental measures such as temperature, noise, light, ventilation and air humidity; and (e) collective 90 minutes interviews of 11 civil servants in São Paulo and 8 in Brasília. The main results found point to the confirmation of the hypothesis above, since: (a) the work environment (the organization and conditions of work, and social and professional relationships) was considered “serious”; (b) the human cost was found to be “high” with the predominance of the cognitive dimension for employees and managers, and emotional for the customers; (b) the mediation strategies implemented by the civil servants are some times ineffective to deal with the human cost or to reduce it, leading to, in some cases, to “giving up”; (c) a considerable percentage of customers experience feelings of anxiety, frustration, disappointment, humiliation and impotence; (d) the reactions of customers are of a pragmatic acceptance and sustained optimism; (e) the players show doubts or insecurity in relation to the citizens’ rights within Social Security offices; and (f) a relationship of mutual mistrust exists. A plan of action according to the principles of the Ergonomics of Activity was recommended, aiming an effective transformation of the work place, having in mind that man is not the only variable to be adjusted. The discussion concerning the various situations found within customer services in government organisations, the exercise of citizenship and the “dialogue” with “expert systems”, “reactions of adaptation” and a variety of methodological procedures using quantitative and qualitative techniques appear to be a relevant contribution to the body of knowledge in Ergonomics of Activity.
