 Resumo:

O presente estudo tem como objetivo geral levantar, ao longo de dois anos (set/2004 a jun/2006), os indicadores críticos do Contexto de Atendimento Presencial ao Público que impactam no Custo Humano da Atividade, comprometem a Qualidade de Vida no Trabalho e podem afetar a satisfação do cidadão pelo atendimento recebido. O estudo foi realizado num setor de Atendimento ao Público do Governo do Distrito Federal. Trata-se de uma pesquisa em Ergonomia da Atividade que utiliza os conceitos de Contexto de Produção de Bens e Serviços – CPBS em suas dimensões (Organização do Trabalho – OT, Condições de Trabalho – CT e Relações Sócio-profissionais – RS), bem como os conceitos de Custo Humano da Atividade em suas configurações (custo cognitivo, afetivo e físico). Buscou-se, também, viabilizar a interface desses conceitos com a concepção preventiva de Qualidade de Vida no Trabalho. O trajeto metodológico foi orientado pela Análise Ergonômica do Trabalho – AET e englobou as seguintes etapas: análise documental, observações livres (28h), aplicação de escalas psicométricas (ECORT e ECHT), vistoria ergonômica e entrevistas estruturadas. Mesmo que se tenha suprimido a análise da atividade, que seria realizada por meio da observação sistemática, o que impede que se fale em um estudo stricto sensu da Ergonomia da Atividade, chegou-se ao pré-diagnóstico que poderá servir de base para novos estudos. O tratamento dos dados quantitativos foi feito pelo pareamento dos dados dos mesmos respondentes das escalas nos dois anos do estudo e a esse grupo deu-se o nome de veterano (N=56, n=48). Para tanto, fez-se uso do teste Wilcoxon (Estatística Não-Paramétrica) para verificar se houve modificações ou não de respostas nos dois momentos observados. Os resultados encontrados evidenciam: a) rígida organização de trabalho; b) precárias condições de trabalho; c) satisfatórias relações sócio-profissionais; d) alto custo cognitivo; e) moderado custo afetivo; e, f) baixo custo físico. Os atendentes desenvolvem estratégias de mediação para lidar com as adversidades do contexto que acarretam custo humano. Quando são eficazes, geram vivências de bem-estar, quando não, vivências de mal-estar. No caso, os indicadores negativos de adoecimento, absenteísmo e queda da produtividade sinalizam uma prevalência para as de mal-estar. Esse quadro é preocupante e indica que a Qualidade de Vida no Trabalho, no setor estudado, está distante de ser vivenciada. Em síntese, o local estudado está “doente”, os servidores estão adoecendo e os cidadãos estão insatisfeitos com o serviço prestado. 

Abstract:

The objective of this study is to investigate over a two year period (Sept/2004 to Jun/2006) the critical indicators of the Personal Public Attendance Context that impacts in the Labor Human Cost, jeopardizing the Quality of Working Life and affecting the citizen satisfaction about the public service received. The study was done at one single unit of the Public Sector of the Federal District Government. The study is a research about Ergonomics’ Activity that uses the concept of the Product and Services Production Context in the dimensions of Work Organization, Labor Conditions and Social Professional Relations. The study also uses the concept of Human Cost of Work considering three cost aspects: cognitive, affective and physical. The research also draws a parallel line between those concepts and the premise of Quality of Working Life. The Ergonomic Work Analysis – EWA was used as the methodological approach, which took the following steps: document analysis, free observation (28h), application of psychometric measures (ECORT and ECHT), ergonomic inspection and structured interviews. Even though the current study had suppressed the activity analysis, the research is a pre diagnosis that can be a base line for future studies. This is not a stricto sensu study about EWA due to the fact that activity analyses had been suppressed. The treatment of the quantitative data used the data paired to the same scale respondents over the two years of the study. This group was named veteran (N=56, n=48). The research uses the Wilcoxon test (Nonparametric Statistics) to verify if there were changes or not in the responses over the period observed. The results show clearly: a) rigid labor organization; b) precarious labor conditions; c) satisfactory social professional relations; d) high cognitive cost; e) moderate affective cost; and f) low physical cost. The attendants developed strategies of mediation in order to deal with the adversity of the context, which results in human cost. If the strategies are efficacious, the consequences are experiences of well-being, if not, experiences of discomfort. In the current study the negative indicators of illness, absentism and decreased productivity point out the prevalence of discomfort experiences. This frame is an alert and indicates that Quality of Working Life is very distant, in the single public unit observed in the study. In sum, the public unit observed is “sick”, the attending personnel are getting sick and the citizens are unsatisfied with the service that they are receiving.
